Of the second Haifa Conference
For the Return of the Palestinian Refugees and for the Democratic Secular State in Historic Palestine
28 – 30 / 5 / 2010
A first consultative meeting was held, in response to the initiative of the Abnaa elBalad Movement, on 27/2/2010. It was followed by the second meeting on 19/3/2010 where the “Preparatory Committee” was formally established. About 20 activists from different organizations and movements, as well as independents, took part in each of the meetings.

פגישת התייעצות ראשונה נערכה, ביוזמת תנועת אבנא אלבלד, בתאריך 27/2/2010. בעקבותיה נערכה פגישת היסוד של "הועדה המכינה" של הועידה בתאריך 19/3/2010. בכל אחת מהפגישות נכחו כעשרים פעילות ופעילים חלקם מארגונים שונים וחלקם עצמאים.
הועדה המכינה החליטה כדלקמן:
· הועידה תכונס תחת הכותרת: "למען שיבת הפליטים הפלסטינים והמדינה הדמוקרטית החילונית בפלסטין ההיסטורית" בתאריכים 28-30/5/2010.
· תכנית הועידה תכלול
o כנס פתיחה ביום שישי 28/5 בערב

קראתי בעיון רב את המסמך שלך וברצוני להציג כאן תגובה המזימה את נקודותיו השונים.

תחילה יציג מענה זה הערכה של עמדתך אודות חזון המדינה האחת, ובאופן כללי יותר מעמדן של המשימות הדמוקרטיות הבוערות הנוגעות להמונים הפלסטינים. ואז הוא יציג הגנה על המצע בו דוגל ה"וועד למען רפוליקה חילונית ודמוקרטית בכול פלסטין" שלנו.

أعدت هذه الورقة كمساهمة في النقاش ضمن المعسكر المناهض للامبريالية حول آفاق العمل في البلدان الإمبريالية.. لكن الوضع في فلسطين مختلف جداً عما هو في أوروبا أو الولايات المتحدة الأمريكية. فمنذ بدء الاستيطان الصهيوني في فلسطين منذ نحو 130 عاماً، كان اليهود فيها جيباً صغيراً من المستوطنين في قلب الوطن العربي. هذا الاستيطان ليس توسعاً خارجياً لضرب من "أسرائيل رأسمالية - غربية" تخيلية، بل هو جوهر وجود إسرائيل. إن فلسطين بلد محتل مستعمر، حيث المركز الحقيقي للحياة السياسية هو النضال ضد الاحتلال. إن أي نضال تقدمي ضمن الجماعة اليهودية يجب أن يكون جزءًا من منظور التحرر الفلسطيني.

Preliminary Deliberations on Proposed Solutions to Restore Genuine Palestinian Rights

An Opening Word

My decision to initiate this discussion was stimulated by a number of articles that appeared in Kanaanonline e-Bulletin over the last ten months, on the issue of the “one-state solution”, and by the encouragement of the editors of Kanaanonline.

Before delving in the deliberations on the proposed “one-state” ideas, I want to make two comments:

The purpose of this article is to stress the pattern of continuity in Palestine’s modern history, beginning with the late Ottoman Period, as a geo-political entity with its own cultural cohesiveness and distinctiveness. The search is for both the political structures that existed and those offered as alternatives.

إذا كان تصريح أحمد قريع حول اللجوء إلى خيار الدولة ثنائية القومية هو التعبير عن الأفق المسدود أمام "المفاوض الفلسطيني"، فإنه كذلك يطرح مسألة في غاية الخطورة، ربما لا تشير إلى أن هذا المفاوض قد فهم "العقل الإسرائيلي". حيث لم يستوعب بعدُ أن للدولة الصهيونية إستراتيجية لن تتراجع عنها هكذا، وبمفاوض ساذج وقوى هزيلة، وبتشابك في المصالح الاقتصادية أقامته الشركات الصهيونية لربط هذا المفاوض بمصالحها، وبالتالي بجعله لا يقدر سوى على الموافقة على ما تريد، أو المضيّ في اللعبة الإسرائيلية إلى نهايتها. فالمفاوضات لعبة هدفها التغطية على استمرار السيطرة على الأرض وتوسيع الاستيطان، وإكمال جدار العزل.

Each year, in preparation for Israel's birthday, American newspaper editors feel an urge to invite Arab writers to tell us why Israel should not exist. Typical this year were the Los Angeles Times (Opinion, May 12 "Forget the two-state solution", by Saree Makdisi) and the Christian Science Monitor (Ghada Karmi "A One-state Solution for Palestinians and Israelis", May 30, 2008), where the elimination of Israel were advanced under the usual euphemism of a "one-state solution."

Contemporary Israeli-Jewish society constitutes fertile ground for fascist and racist politics. However it is equally probable that the much quoted "Demoralization caused by the State" as experienced by members of this society will eventually lead a sizable group away from some faulty basic values of Zionist practice and ideology.

Introduction:

This paper is written as a contribution to the discussion in the Anti Imperialist Camp about perspectives for work within the imperialist countries. The situation in Palestine is very different from that of Europe or the US. Since the beginning of the Zionist colonization of Palestine, some 130 years ago, Jews in Palestine were a small enclave of settler population in the midst of the Arab homeland. Colonialism is not external expansionism of some imaginary “western-capitalist Israel”, but the essence of Israel’s existence.

This article is a rejoinder to your document, titled :Why the Socialist Solution in Palestine! And why the Secular Democratic State will serve the Zionist and Arab Comprador Solution! (Kanaan online bulletin; Volume VIII, Issue 1592 - 11/7/2008)*

I have read your document with great attention, and wish here to present a rebuttal of several of its points.

بعد 60 سنة على إقامة دولة إسرائيل، وبعد أكثرَ من قرنٍ على الصراع بين المشروع الصهيوني والمشروع الوطني القومي الفلسطيني العربي، استطاعت إسرائيل أن تحققَ العديدَ من الإنجازات:

1- اكتسبت إسرائيل العديد من مظاهر القوةِ العسكرية والسياسية والاقتصادية.

2- عززت موقعها الدوليّ ومستوى شراكتها في المشروع الإمبريالي الدوليّ.
